Mr. Jefferson M. Delmendo, Assistant Professor of Political and Social Sciences, was recognized as the Best Paper Presenter for Social Sciences at the International Conference on Technology, Social Sciences, Business, Agriculture and Fisheries 2025, held from November 24 to 25, 2025, in Lingayen, Pangasinan.

Mr. Delmendo’s research, contributing significantly to Sustainable Development Goal 16: Peace, Justice, and Strong Institutions, examined human rights and grassroots governance in Baguio City, focusing on the functionality of Barangay Human Rights Action Centers, the challenges they face, ongoing interventions, and proposed policy and program improvements to strengthen their role in local governance. Anchored on the conference theme, “Innovation and Collaboration for Sustainable Development,” ICTSBAF 2025 featured more than 240 research papers in parallel sessions—over 100 of which were in the Social Sciences cluster.

Earning a 98 percent score, Mr. Delmendo received commendations for the mastery and relevance of his study, as well as his “exemplary presentation skills and effective communication of research findings.” This achievement follows his earlier recognition at the 2025 Agency In-House Review of UC in September 2025, where he received First and Third Best Paper Awards and was also named Best Paper Presenter in the Social Sciences category.
