UC Occupational Safety and Health (OSH) Officer, Aristotle R. Carbonell, served as one of the lead facilitators during the Basic Incident Command System Training conducted for members of the Local Disaster Risk Reduction and Management Council (LDRRMC), local government personnel, and partner agencies in the Municipality of Lacub, Abra.

UC OSH Officer Carbonell is a member of the Cordillera Incident Management Team and an Instructor CADRE under the Office of Civil Defense, where he facilitates the Programs for the Enhancement of Emergency Response (PEER) and other disaster risk reduction and management training programs.

During the course, he joined fellow instructors from the CIMT, the Philippine Coast Guard, the Abra Philippine National Police, and the Sagada Emergency Response Volunteers in equipping participants with the knowledge and practical skills needed to implement the Incident Management System, strengthening the municipality’s capacity to respond effectively to emergencies and disasters.

Organized by the Local Disaster Risk Reduction and Management Office (LDRRMO) of Abra, through the Office of Civil Defenseโ€“Cordillera Administrative Region, the three-day training was held from May 19 to 21, 2026, at the Lacub Covered Court.

Beyond capacity-building, UC also extended its community outreach through Project H.E.L.E.N. Mr. Carbonell formally turned over soap donations to Lacub Central School, received by representatives from the Department of Educationโ€“Abra, reaffirming the University’s commitment to promoting community resilience, public health, and service beyond the classroom.
