The University of the Cordilleras (UC), through its flagship community extension and social responsibility program Project H.E.L.E.N. (Health, Education, Livelihood, Environment, and Nurturance), was recognized as a co-implementer of the Cordillera CivicAdemy, the first Civil Society Organization (CSO) Academy in Northern Luzon.

Dr. Rhodora A. Ngolob, UC Vice President for Administration and Student Services, received the Plaque of Appreciation on October 22, 2026, during the graduation ceremony of the CivicAdemyโ€™s inaugural batch in Baguio City.

In collaboration with the Department of the Interior and Local Governmentโ€“Cordillera Administrative Region (DILG-CAR) and regional higher education institutions, UC contributed to the initiative by developing learning modules and instructional materials on local development planning, participatory budgeting, local legislative processes, and project management. UC faculty members and extension specialists also served as learning facilitators to strengthen the leadership and governance capacities of CSO officers.

Through Project H.E.L.E.N., UC reinforces its commitment to community empowerment, civic education, and inclusive local development across the Cordillera region.
