As part of the University of the Cordillerasโ continuing commitment to meaningful academic and professional engagement, Officer Alan E. Salvosa of the Brooklyn Center Police Department, Minnesota, USA, shared his expertise and professional experience with the UC community and partner institutions on August 18, 2026.
The day began with an engagement session with the faculty of the College of Criminal Justice Education (CCJE), providing an opportunity for professional exchange and dialogue on contemporary policing practices.
In the afternoon, Officer Salvosa served as the featured speaker in the UC@80 Learning Session on โThe Force Continuum: A Rights-Based Approach to Policing.โ Conducted online, the session gathered 300 participants, including students and faculty from the University of the Cordilleras (UC), Kingโs College of the Philippines (KCP), University of Baguio (UB), Baguio Central University (BCU), Cordillera Career Development College (CCDC), and Easter College, Inc. (ECI), as well as practitioners from the Philippine National Police (PNP) and the Bureau of Jail Management and Penology (BJMP).
Making the session particularly meaningful, Officer Salvosa drew from his own experiences and actual encounters as a law enforcement officer, connecting the principles of the force continuum and rights-based policing with their application in real-world situations. His sharing brought the discussion beyond theory, providing participants with a practitionerโs perspective on the complexities of decision-making, appropriate use of force, and the responsibility to uphold human rights in the performance of police duties.
